Proposed cuts to reimbursement and changes to status qualifications are placing more pressure on rural health care providers as they seek to continue to provide health care to rural communities. Many communities face the dramatic reduction or full elimination of their access to services or the local governance of their community health care institutions. However, these communities have options which reduce these pressures and allow for the community to maintain control of their community health resources while expanding services.
